Is Windows Vista CPP installed by disc or by downloading via Microsoft.com?

This has not been determined yet. Yep - it'll be available for download, but the only costs incurred as most other software is the customs and the import tax - obviously that depends on which country you're in - so those living in Monté Carlo and Guernsey, thank God you're a tax haven!

My parents used to live in Monté Carlo - it was a bit of a shock when they came to live back in Britain how much taxes they had to pay! Having said that, everything was cheaper here - bread, milk, everything!
